Peace Panels have reached agreement on Ancestral Domain Issue

According to Negotiating panels on both sides of the issue, the Government of the Philippines and the Moro Islamic Liberation Front (MILF) negotiating teams have reached agreement on the thorny issue of Ancestral Domain. What is Ancestral Domain? Basically it is the issue of what land areas in Mindanao will be put under the authority of the MILF once a Peace Accord is signed. Back in 1996, the Autonomous Region of Muslim Mindanao (ARMM) was put under the control of the MNLF (Moro National Liberation Front), and the Ancestral Domain issue will be what determines the area that the MILF will control in the future.
The region that will come under MILF control is being labeled as the Bangsamoro Juridical Entity (BJE). What areas will be under the BJE? So far, that is not public information. I suppose that perhaps it could even include the ARMM, although I wonder how the MNLF and the Organization of Islamic Council would feel about that, since the ARMM is already an Autonomous area. According to reports, the new BJE will be a larger area than the ARMM was! I also wonder if there will be a plebiscite in the proposed BJE area to determine if the people in this area wish to be part of a Bangsamoro administrated area. It would be my guess that most Filipinos outside of the current ARMM would vote against any such proposed administration. Read more
MNLF running short on funds?

Tripartite talks between the MNLF, the Philippine Government and the Organization of the Islamic Conference are scheduled to be held in Jeddah, Saudi Arabia starting tomorrow, November 10. The purpose of the talks is to review the implementation of the Peace Treaty between the Philippine Government and the MNLF, which was signed in 1996. However, due to a lack of available funds, the MNLF is having to back our of the talks.
According to MNLF spokesman Absalom Cerveza, the funds are not available, and the MNLF has no source for the funds. Cerveza went on to explain that while the OIC offered to pay the airfare of the MNLF members, hotel accommodations would not be covered, resulting in the withdrawal of the MNLF from the conference.
Doesn’t it seem that the Government of the Philippines could foot the hotel bill?
