2 CIDG Police Relieved, Tagged in Indian Kidnapping

Butuan – The Criminal and Investigation and detection Group Regional Office (CIDG) relieved 2 intelligence operatives implicated in kidnapping of 2 Indian Nationals in separate incidents in Surigao City.

Facing 2 counts of kidnapping, robbery with extortion and carnapping charges filed at Surigao Prosecutors Office are PO3 Nomer Sabacan and PO2 Jessie Rama both assigned at CIDG-Surigao City, now detained on floating status at CIDG Regional Office

Also identified to be their accomplice is one Palwender Singh alyas PAL, an Indian national residing at Gemina, Surigao City.

According to CIDG Regional Director P/Supt. Warren de Leon, the first kidnap victim identified as Paramjit Singh Daliwal was forcibly taken on May 11 at Barangay Mabuhay Sison, Surigao del Norte by 2 suspects who introduced themselves as agents of the Bureau of Immigration and Deportation.

On board a vehicle, the victim was taken at Barangay Lipata, and was asked to give 100,000 pesos to his captors by a certain “PAL” who turned out to be the kidnappers’ accomplice, for his release. Paramjit gave 70,000 but PAL allegedly demanded for an additional 20,000 which the victim gave on the following day.

Later, Daliwal identified his captors as police operatives upon seeing their pictures at Surigao City Police Office.

On July 5, 2009 a certain Kuldeep Singh Sekhon, 31 years old, married, businessman and temporarily residing at P-5 Canlanipa Housing, Brgy Canlanipa, Surigao City reported to Surigao City Police Station and stated that at around 2:10 o’clock in the afternoon he was allegedly robbed by 3 unidentified persons at Sitio Kinabutan, Brgy Rizal, Surigao City.

The victim reported to the authorities that while he was driving his single motorcycle Honda XRM at Sitio Kinabutan, a white Mitsubishi Lancer bearing plate number GPE-699 suddenly blocked his way and was ordered to disembark from his motorcycle by 3 suspects identifying themselves to be members of the PNP and Bureau of Immigration and Deportation.

The suspects divested from the suspect his cellphone and demanded for 80,000 pesos for his release. It was during this time that a certain PAL arrived and told the victim to give 60,000 to his captors for him to be released.

According to CIDG Regional Director P/Supt. Warren de Leon, there have been on-going investigations on this case while suspects PO3 Nomer Sabacan and PO2 Jessie Rama denied the accusations maintaining their innocence saying, the two Indian nationals were only invited to answer some queries.

The CIDG Regional Office will also be filing administrative case against the 2 policemen.
